The bridge is always balanced because by the golden rules, there is no voltage difference between the input terminals of the op-amp. So the voltage across R3 is always the same abd there is a constant current through R3 and R4. Second op-amp amplifies the signal output by the first, and stabilizes it through the feedback loop
