When a transistor is operated as a switch, it is important that it be fully turned on. Failure to completely turn on the transistor - to operate in saturation - can result in overheating. The transistor is operated in a "forced beta" condition when the transistor's base resistor is set to 1/10 of the collector current. This operating condition is common on data sheets as IC / IB = 10.
