U3 is deactivating the signal from the "turn ON" button.
It's not possible to turn on the system when the "turn off" button is closed.
The R-C-Diode circuit after U5 might solve the problem with oscillating signal at the output of U5.
Maybe Q3 will turn on after about 0.1-0.4 seconds overcurrent (it's not tested, just guessing) and will shut down the latch.
